Man cited for noise twice in one day

A 22-year-old Platteville man was cited twice Sept. 2 for excessive noise.

Rahji Frank Nelson Jr., 175 N. Washington St., first was cited for loud and unnecessary noise after a caller told police around 4:30 a.m. the noise in an upstairs apartment was so loud that his child was awakened. An officer tried to deliver the citation at 10:10 a.m., but no one would open the door, police said.

Half an hour later, the person called police again to say that after the officer had left, “the individual opened the curtains to make sure the officer had left, and went upstairs” and resumed the music, adding, “all you can hear is profanity.”

Then, around 12:25 p.m., a caller told police that his upstairs neighbor’s stereo was “blaring profane music” so loud that it was shaking the caller’s walls and ceiling fan.

Nelson was cited for disorderly conduct. The excessive noise ticket was delivered at 2:48 p.m., according to police.

•    Cohen J. Hill, 21, Platteville, was cited for loud and unnecessary noise at 1015 Fox Ridge Road apartment E Sept. 3 around 1:40 a.m. A caller to police said he had been awakened by loud music and yelling from a neighborhood party.

•    Zartosht T. Khodavandi, 22, Platteville, was cited for loud and unnecessary noise at 460 S. Court St. Sept. 3 around 3:05 a.m. A caller to police said he had been awakened three times that night by loud music and yelling.
