NHS of Southwest Wisconsin selects new Executive Director

Neighborhood Housing Services of Southwest Wisconsin (NHSSW) announces the appointment of Bill Reinke as the agency’s Executive Director. Reinke fills the position recently vacated by the retirement of Terry Testolin.

Reinke comes to NHSSW with 20 years of experience working in affordable housing and community development. He has a great deal of experience at executive and managerial levels with non-profit organizations, developing and administering local, regional and statewide affordable housing programs and projects. He is also well versed in working with diverse communities in small towns and rural areas. His experience includes organizational development, community development and outreach, developing rural and small town home ownership construction projects and financing programs, including those funded through the Neighborhood Stabilization Program (NSP), and developing and managing affordable rental housing projects serving low income families, seniors and persons with disabilities. He has also been active with home rehabilitation programs, worked with homebuyer education and counseling programs, and provided training and technical assistance to community housing development organizations building their affordable housing capacity. 

Reinke has coordinated the development of several affordable housing projects, with over 500 units of community-based, affordable housing, using bond financing, HUD programs (HOME, CDBG, and HUD Mortgages), tax increment financing (TIF), tax credits and private sector financing. 

Reinke holds master’s and bachelor’s degrees and has gained certification as a Housing Development Finance Professional from the National Development Council and a Certificate in Business Spanish from the University of Wisconsin. He has served on the boards of directors of a number of organizations promoting affordable housing and community development and played a leadership role in sustainable communities planning efforts. He is a native of northeastern Wisconsin and has worked with Madison area agencies Project Home, Inc. and the Wisconsin Partnership for Housing Development. He is happy to return to Wisconsin to lead NHSSW in its mission to address affordable housing needs and meet community development goals.
