After exiting a closed session that was listed as an evaluation of his job, Lancaster City Administrator Steve Winger submitted his resignation from his job. Under the terms of the vote, Winger recieves three months salary, three months of COBRA insurance and full release from his contract.

Winger had been the administrator since July 15, 2013. He had overseen the library expansion, and runway repaving at the muncipal airport.
