Retirement reception held for Lieutenant Bob Frank

A reception was recently held to celebrate the retirement of Lt. Robert Frank from the Richland County Sheriffs Department. He was hired in the Sheriffs Department on November 3, 1987, at first as a Dispatcher. Over the years he moved up from Task Force Officer to Deputy to Lieutenant and was instrumental in implementing Richland Countys 911 system.
