Monday, Feb. 24— Kelsey Murphy and Jacob Payne of Lancaster, a daughter, Chloe Raven Payne, 8 pounds 15 ounces, 21 inches long, born at 9:32 a.m. at Grant Regional Health Center. She joins siblings, Caleb, Mason and Colton. Grandparents are Scott and Mary Wiest and Lynn Payne.
